Justice Minister, Delroy Chuck, says it was the Chief Justice who had ruled that the controversial Memorandum of Understanding, MoU, signed by Dr.Peter Phillips in 2006 was inadequate and did not constitute a proper agreement between two states.

The MoU facilitated the sharing of wiretap information between Jamaica and the United States.

Minister Chuck says the Chief Justice expressed concern about the agreement which was inked by Dr Phillips when he was National Security Minister.

Dr. Phillips was criticized for signing the MoU with the United States without informing then Prime Minister PJ Patterson or his Cabinet.

Minister Chuck reiterated that the Holness-administration has since been able to prepare a replacement MoU,
